Not an open-source licence: the SPDX text opens by saying so. It grants the right to copy, modify, create derivative works, redistribute and make non-production use of the licensed work; production use is allowed only as far as the licensor's Additional Use Grant says. On the Change Date, or the fourth anniversary of the first publicly available distribution of that version, whichever comes first, the version switches to the Change License the licensor named. A use that does not comply needs a commercial licence.

The summary above restates the licence's own text at the source below. We have not turned it into a list of permissions: no machine-readable sheet exists for this licence, and a list we wrote ourselves would be our reading rather than the licence's words.
